Technical Certificates

As part of our mission to support the maritime community, we provide official receipts for the issuance of a variety of technical certificates required for the operation of vessels under the Panama flag. These official receipts must be attached to online applications through E-Segumar Application.
Among the technical certificates for which we provide official receipts, we can mention:

  1. Minimum Safe Manning Certificate
    Certification ensuring that vessels meet the minimum crew requirements for safe operation.
  2. Bunker Convention Certificate
    Ensures compliance with the International Convention on Civil Liability for Bunker Oil Pollution Damage.
  3. Certificate of Civil Liability
    Establishes liability for maritime incidents in accordance with international regulations.
  4. International Ship Security Certificate (ISSC)
    Confirms compliance with the International Ship and Port Facility Security (ISPS) Code.
  5. Continuous Synopsis Record Certificate
    An official record of a vessel’s identity and compliance, required by the International Maritime Organization (IMO).
  6. Wreck Removal Certificate
    Certification needed for the removal of wrecks, in line with international regulations.
  7. Statement of Compliance on Inventory of Hazardous Materials (IHM)
    A declaration regarding the management of hazardous materials aboard the vessel.
  8. Ballast Water Management
    Certification confirming compliance with international ballast water management regulations.
  9. Ballast Water Certificate Plan
    A plan outlining the methods for managing ballast water aboard the vessel.
  10. International Tonnage Certificate
    Certification under the International Convention on Tonnage Measurement of Ships.
  11. Exemption Certificate
    Issued for vessels seeking exemption from certain maritime regulations.
